Formulation and signing the forest management and protection regulation for adjacent areas of Bac Kan, Thai Nguyen and Lang Son provinces

Bac Kan, Thai Nguyen and Lang Son are mountainous and upland provinces in the North East with a large area of land planned for forestry; The adjacent areas are mainly high mountains with complex, fragmented terrain, and inhabited by many ethnic minorities. The management and protection of forest, forest fire prevention and fighting, and forest product management in each province in the adjacent areas always face many difficulties and challenges, especially, in special-use forests and the forests with rare and valuable forest products.


To strengthen the coordination in forest management and protection in adjacent areas and the handling of inter-provincial illegal transportation and trafficking of forest products, on March 27, in Bac Kan city, the Program Management Unit of UN-REDD Viet Nam Phase II Program in Bac Kan province in collaboration with the Department of Agriculture and Rural Development, the Forest Protection Department of Bac Kan, Lang Son and Thai Nguyen provinces organized the Conference on Formulation and Signing the forest management and protection regulation for adjacent areas.

Participants included the leaders of the Program Management Unit of UN-REDD Viet Nam Phase II Program, the Program Management Unit of UN-REDD Viet Nam Phase II Program in Bac Kan province, Departments of Agriculture and Rural Development, Provincial Police Departments, Provincial Military Commands, Forest Protection Departments of Bac Kan, Lang Son and Thai Nguyen provinces and leaders of District People’s Committee, Forest Ranger Departments, District Police Departments, District Military Commands, Commune People’s Committee of adjacent areas.

Leader of Bac Kan Forest Protection Department has reported on the status of forest protection and management in adjacent areas, the advantages, disadvantages, the proposals as well as suggested the draft regulation on coordination in forest management and protection.

After being commented and revised at the meeting, the regulation was agreed to sign by the representatives of DARDs of 3 provinces and assigned to the permanent agency which is Forest Protection Departments of 3 provinces in coordination with the People's Committee of districts, communes in the adjacents areas and the relevant parties, such as, police department, military command in order to implement this regulation. The main contents of the regulation include the coordination in information exchange, experience sharing; the coordination in the works of forest fire fighting; the coordination in the resolution of forest land disputes; the coordination in the hunting forest hijackers, checking and controlling forest products and handling violations.

Bac Kan, Thai Nguyen and Lang Son provinces commit to fully implement the contents of this regulation that will promote the management and protection of the “bleeding” forest areas in adjacent areas, and contribute to achieving the objectives of the UN-REDD Vietnam Phase II Program.
